THAILAND - Thai shrimp exporters suspect that certain countries are increasing their share of the US market by routing business through third countries to avoid anti-dumping duties.Shrimps from countries who are relative newcomers to the shrimp export market have recently shown strong gains in shipments to the United States, raising questions about the actual source of the goods.
Local exporters question whether Chinese producers have begun to export shrimp to America via third countries in order to duck punitive duties recently imposed by the US on Thailand, China and several other shrimp exporting countries.
In addition to China and Thailand, Brazil, Ecuador, India and Vietnam all were slapped with penalty duties imposed following a dumping investigation by Washington last year.
According to research by the Thai Frozen Foods Association, the volume of Chinese shrimp exports to several countries last year rose in line with exports of those countries to the US. President Panisuan Jamnarnwej said the association suspects China could be exporting shrimp to the US via Mexico, Indonesia, Malaysia, and even Cambodia, which lacks even basic facilities and infrastructure for the shrimp business.
China, which was regarded as a non-market economy by the US, faced the highest penalty from the International Trade Commission (ITC), at 112.81%.
